As the design progresses through the various design stages, the AcroEnterprizes will prepare elemental cost plans which will be used to report changes and variations in the anticipated cost, allowing for timely decisions on additions or deletions to the design while maintaining the initial program budget. Prior to tender, the elemental cost plan will again be reviewed and this pre-tender estimate will be used to evaluate bids received.
